- Boil salted water in a large pot, add rotini pasta, and cook for about 8-10 minutes until al dente. Drain and rinse with cold water.
- In a mixing bowl, whisk together mayonnaise, sour cream, ranch seasoning, garlic powder, onion powder, and black pepper until smooth.
- Combine cooled pasta with the dressing in the mixing bowl and toss until evenly coated.
- Fold in bacon, cheddar cheese, cherry tomatoes, red onion, green onions, and celery if using. Gently mix without breaking the pasta.
- Cover and refrigerate for at least 1 hour to allow flavors to meld.
- Before serving, sprinkle with freshly chopped parsley and toss gently.
