Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and prepare two 9-inch round cake pans by greasing and dusting them with flour.
  2. Sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt in a large mixing bowl.
  3. In a separate bowl, whisk together the eggs, milk, oil, and vanilla extract until fully combined.
  4. Gradually pour the wet ingredients into the dry mixture, mixing until just combined, then add boiling water.
  5. Fold in the orange zest and juice, then gently fold in the chocolate chips.
