- Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans with butter or cooking spray.
- In a large mixing bowl, combine all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt. Whisk until well blended.
- Add eggs, milk, vegetable oil, orange zest, and vanilla extract to the dry mixture. Mix for 2-3 minutes until smooth.
- Gradually stir in boiling water until fully incorporated.
- Pour the batter equally into the prepared cake pans and level the batter.
