Instructions
  1. Preheat your oven to 350°F (175°C) and line a cupcake tin with festive liners. In a large mixing bowl, combine the chocolate cake mix, eggs, vegetable oil, and water. Mix until smooth and well-combined, then pour the batter evenly into the cupcake liners, filling each about two-thirds full.
  2. Bake for 18-20 minutes, or until a toothpick inserted in the center comes out clean.
  3. Once baked, let the cupcakes cool in the tin for about 5 minutes, then transfer to a wire rack to cool completely for approximately 30 minutes.
  4. While the cupcakes cool, use a mixer to whip your frosting until light and fluffy. If desired, mix in a few drops of green food coloring for a whimsical effect.
  5. After cupcakes are cool, frost the tops generously with your prepared frosting. Press an inverted sugar cone into the frosting to resemble a witch hat.
  6. Decorate by adding colorful sprinkles around the base of the sugar cone and consider adding edible glitter for sparkle.
